Many new economic crimes have been made capital offenses, but with little effect. China has a poor human rights record and still holds thousands of political prisoners. The 1989 massacre in Tiananmen Square brought human rights to the fore in China's relations with the USA and EU. Detainees are now occasionally being released. The Red Cross is negotiating with China to allow access to political prisoners.
